Popolo is owned by a group of 26 shareholders who formed the company so that Bellows Falls could have a full-service restaurant in the historic Windham Hotel building. The restaurant was capitalized through local investment before it opened in 2012.

Shareholders set policy for the company. Some shareholders work at Popolo; most do not. To date there have been no profits distributed to shareholders. Revenue goes toward payroll, ingredients, rent, utilities, taxes, and keeping the doors open.

In 2016 Popolo introduced the Living Wage Adjustment, a 6% service charge on food and beverages that ensures every employee earns at least $15.00 per hour. By law, those funds go directly to payroll and cannot be distributed to owners. Read the full FAQ here.
